Locate the caliber skill files, trying these locations in order: the project `.claude/skills/caliber/`, then `~/.claude/skills/caliber/`, then a Glob for `**/skills/caliber/SKILL.md`. Read `SKILL.md` and `models.md` from the first location that has them.
