Repairs test runner, oracle, fixture and reporting defects with reviewable plans and verified rollback-safe changes

Use `test-normalize` to turn confirmed findings into bounded edit batches. Read the target protocol, source review and actual runner evidence before changing tests. Prefer an existing platform convention when it preserves correct behavior; use the platform research skill to develop a custom template when necessary.
A concrete plan must show every changed path, full before/after content, digests, permissions, why the edit addresses a finding, and verification commands. The transaction engine supports source/config changes and creation/deletion of UTF-8 files. It does not automatically know whether an assertion became meaningful.
Repair runner discovery before treating newly visible failures as regressions. Correct coverage threshold nesting and source denominator deliberately; prove the gate rejects a below-threshold case. Repair fail-open schema setup so unavailable validators, malformed schemas and unresolved references fail separately from invalid instances. Replace acceptance oracles that merely count iterations or accept timeout with the required observable result.
Never gain a green report by disabling tests, loosening assertions or thresholds, hiding exclusions, swallowing setup failures, or blindly accepting snapshots. A test deletion requires evidence that its intended behavior is obsolete or covered by an identified replacement, with the retained acceptance condition explicit.
Use `plan`, `apply` and `rollback` receipts for generated normalization batches. Hash drift is a conflict requiring a fresh plan from current source; do not force past it. Partial receipts are not completed applies and are not automatically rollbackable; inspect their observed file states and propose a new bounded recovery plan. Do not overwrite independent edits.
After each batch, rerun the affected runner, discovery, negative controls and relevant broader lane; refresh review hashes and assessment. Stop when the declared scope passes or the finite batch budget is reached. An exhausted budget is an incomplete result with remaining findings.
