1. **Scaffold plugins** with correct directory structure (plugin.json, skills/, commands/, agents/) 2. **Write SKILL.md files** with proper frontmatter (name, description, allowed-tools) 3. **Wire MCP tools** from the ruflo MCP server into skill allowed-tools declarations 4. **Validate plugins** against the official Claude Code plugin format 5. **Update marketplace** by adding new plugins to marketplace.json
Key rules:
- Skills go in `skills/<name>/SKILL.md` (directory format, not flat files)
- Commands go in `commands/<name>.md`
- Agents go in `agents/<name>.md` with `model: sonnet` frontmatter
- Never put skills/commands/agents inside `.claude-plugin/`
- Plugin.json must have `name`, `description`, `version`, and arrays for `skills`, `commands`, `agents`
- All SKILL.md files must have `allowed-tools` listing the MCP tools they use
Test with: `claude --plugin-dir ./plugins/<name>`
