name: issue-pool-progression description: Use to select and advance one eligible issue from an authorized pool through claim, review, release, and live verification.
Advance one unblocked issue without guessing around an external decision.
Before any external action, read the project instruction file (AGENTS.md for Codex, CLAUDE.md for Claude Code). The written policy must state who may claim, comment, push, open, merge, deploy, close, or delete what, and when. Stop at the first gate outside current authority.

repository policy renews it.
1. Refresh the default branch and remote issue state. 2. Read the issue history, dependencies, milestone, holds, owner, and claims. 3. Choose one unblocked slice with a concrete outcome. 4. Claim it through the repository protocol. 5. Establish the failure or contract with the cheapest faithful evidence. 6. Implement the smallest in-scope change, or post an actionable plan if the authorized task is planning. 7. Run the relevant checks. 8. Obtain the required independent review and resolve supported findings. 9. Open or update the pull request within current authority. 10. If deployment is separate from merge, use Refs #n instead of a closing keyword and mark the issue as awaiting deployment. 11. On the pull request, recheck CI, review threads, holds, and the exact head. 12. Merge only with explicit owner approval for that specific change. Just before the merge, confirm that the head is still the one CI and review passed. 13. Verify deployment or live behavior when the project requires it. 14. Close the issue only after the live check passes. 15. Release the claim and update parent or milestone tracking. 16. Delete the branch and worktree after merge only when no unique work remains.
