**Never** `--persist` / never write `design-system/**/MASTER.md` or `docs/brand-guidelines.md`. `--design-system` is a **recommendation**. If DESIGN.md exists, extract/match it; search fills gaps only. New project with no UI: search → write DESIGN.md (Google sections), not MASTER.md.

Designer decision loop

Start with user job, primary action, content/states, target surface and existing components. Follow the Query Contract below; do not run every domain search. For each adopted result, keep query, result identity, why it fits, and what you rejected because of brand, accessibility or stack constraints in the design notes. A ranked hit is not a validated user need or measured conversion result.

Operate/admin screens prioritize task speed, legibility and recovery. Landing pages prioritize understanding and a clear next action. A GSAP snippet in search output does not authorize installing GSAP or adding motion without a user benefit. In mockup mode, recommendations stay in the isolated artifact and handoff; only extract/seed or an explicitly assigned token change updates DESIGN.md. Use `web-design/references/designer-workflow.md` for mockup delivery and checks.
