Quorum

  • Quorum % vs total supply
  • Quorum at snapshot vs at execution
  • Dynamic quorum (decays / grows based on participation)

Timelock

  • Delay length (24h? 48h? 7d?)
  • Bypass paths: `executeBatch` without delay? Emergency execute?
  • Timelock admin role: who can `updateDelay`? Who can `cancel`?
  • Timelock independent of governor — required for safety

Execution

  • `execute` re-entrancy via callback target
  • `execute` callvalue not validated against proposed value
  • Proposal-action target validation (denylist of admin functions on the timelock itself)

Proposal lifecycle

Output

Standard finding format + a "governance-specific" section:

  • Voting delay value
  • Snapshot timing (at create vs at start)
  • Quorum requirement
  • Timelock delay
  • Per-action authorization model
  • Attack-resistance summary (flash-loan vote? proposal stuffing?)

Don't

  • Don't treat a `Timelock` as safe just because it exists — verify the delay is non-trivial and not admin-bypassable.
  • Don't ignore proposal authoring constraints. "Anyone can propose" + "low threshold" = DoS.
  • For multisig-as-governance, audit the modules. The Safe itself is generally fine; modules are where bugs live.
