ultra-powers is a skill-pack — its routing FLOW.md and the enforcement hook live in the flowy-ultra-powers overlay on the shared flowy-core engine, so install those alongside it:

The flowy-core engine (installed with the flowy-ultra-powers overlay) provides a UserPromptSubmit hook — no settings.json editing. When ultra-powers is active, the hook injects a one-line routing banner each turn so routing survives context compaction. It's fail-loud, never fail-closed: no Flow active → silent, never blocks your prompts. Turn it off with /flowy-ultra-powers:deactivate.
Every bundled skill keeps its upstream LICENSE (copied alongside its SKILL.md) and is credited in ATTRIBUTION.md — all MIT or Apache-2.0. Nothing here is claimed as original; the original work is the routing (FLOW.md), licensed CC-BY-SA-4.0. handoff is referenced by the router but not bundled (no upstream license).
