Rules

1. Start at Level 0 (built-in knowledge). Only escalate if insufficient. 2. Level 1: use web_search for quick verification. 3. Level 2: use deep research API only for comprehensive research. 4. Write all findings to a file (knowledge/ or docs/research/) — do NOT leave research only in chat. 5. Cite sources for any factual claims.
