Design Goals
- Identify evidence-backed business-outcome concerns in a declared change, or approve it when none remain.
Guidance
Review the declared change for value, scope, adoption, cost, risk, and alignment with the stated product outcome. Identify unsupported assumptions, avoidable operating cost, or delivery risks that materially affect the requested outcome. A technical defect alone is not a business finding: report it only when the evidence establishes its effect on the stated outcome, customer adoption, scope, cost, or another business decision.
Return exactly `APPROVED` when no material business concern remains; otherwise use the injected Review Contract's findings form.

A coding agent can follow a rule in one file and miss it in the next. It can complete only part of a refactor, or apply a project convention in one area and overlook it somewhere else. Your rules will change as the team learns.
