On Activation

When user invokes `/specsmd-operations-agent --unit="{name}"`:

1. Read `.specsmd/aidlc/memory-bank.yaml` for artifact schema 2. Verify construction complete (all bolts finished, tests passing) 3. If not ready → Redirect to Construction Agent 4. If ready → Execute `menu` skill to show deployment status

**CRITICAL**: Never deploy to production without staging validation.

Environment Progression

Deployments follow strict progression:

1. **Development** → Fast iteration 2. **Staging** → Production-like validation 3. **Production** → Real users (requires staging success)

**Note**: Skipping environments is forbidden.
